Panda Express and a financial institution are the first businesses to claim their spots in the Park Place retail development to open in February 2017.

The City of Troy Planning and Zoning Commission unanimously approved the final plat Friday after hearing from Walter Stell, representative for Troy Partners I, LLC.

“As the city completes the Enzor Road Connector Project, these two (projects) will run at the same time, hoping to have everything finished at the same time so Publix can open along with these other establishments,” Stell said.

Panda Express will be located in Lot 1 A on U.S. Highway 231 South next to Popeye’s Chicken. The financial institution will be in Outparcel 2, and Parcel 1 B is still for sale. Both are being developed in conjunction with a new retail development project to be anchored by a Publix supermarket.

Stell also told the commission there will be 10 to 12 inline stores available for lease, as well. He said none of those spots have been claimed yet.

A private access street also will be added next to the Panda Express restaurant.

“The road will be one way, coming in from Highway 231 next to Panda Express,” Stell said. “It will go into Publix and will come out on the road that the city is completing now.”

Stell said the private road will be 40 feet wide.

A resident who lives west to the project site said he has had issues with water in the past when other projects have been underway. Stell said that this issue has been evaluated and that all water will be directed to a pond south of the project.

“We won’t be shedding any water off the property other than a controlled release to the pond in the back,” Stell said.

Construction began for the development last week, Stell said, and Publix, along with other businesses joining the development, are scheduled to open simultaneously in February 2017.
